Here is what i think. Partly sunny would mean cloudy most of the time with the sun showing now and then. It would be the opposite for partly cloudy! I hope i make some sense, but this is what i've always thought about this weather prediction! Take care Cca.

It could be as follows:
In a region on which a weather report is given, during the next 12 hours or so (during day time) some areas could be sunny and some areas could be cloudy.
OR
It could be sunshine for a few hours and cloud weather for remaining and it could be by turn several times in a day.

seems like it is really the same thing to me. i don't really know. but, if it's partly cloudy then there has to be some sun somewhere right? who knows. maybe they just do it to throw people off sometimes...LOL
