I know that there are many great differences between film cameras and digital cameras, but I have a question about one of their technical differences... Are aperture and shutter speed the same on a digital camera as they are on a film camera?

Absolutely! The differences are not in the mechsnics, but in the recording of the light energy, be it on film or electronic sensor sites. Controlling how much light reaches the film/sensor is what the shutter/aperture combination manages, and that is the same for glass plates, cellulose, sensitised paper, CCDs, CMOS, Foveon: everything.
