Should JaMarcus Russell Start For the Raiders?

Is it time for the Raiders to let JaMarcus Russell start? I blame Russell for his lack of playing time, had he not had the long hold out he may have found himself already starting. Next year the Raiders will have a decission to make as far as who to keep to back up Russell, you get the feeling McCown is the favorite right now.
