I'm not that good in computing, but I believe the answer is 70. Not also sure if I'll be the first responder, so am sorry if I was late..

7*2=14
Each Girl Has 7 Backpacks, Each Backpack Has 7 Big Cats
7*7*4=196
Each Big Cat (7) Has 7 Little Cats
7*7*4=196
How Many Legs Are In The Bus?
196+196+14 = 406 legs on the bus.
This assumes all cats and girls have all their legs. There is no mention of a busdriver on the bus.
