I have an old computer which is 5 years old. It only has USB 1.1 Ports.
I have no idea how fast 1.1 USB is , i heard something like 12mbps. Which is really Slow
I just bought a 2.0 post on ebay, 468mbps. 4 ports on it, plugs into PCI port. Should get it sometime this week.
Hopefully it will go that fast. I need it to have a faster connection between my computer and my external harddrive.

USB 2.0 works at 480 mbps (which is faster than firewire's - 400mbps) as opposed to 11mbps for 1.1. If necessary, one can buy a PCI card for an older computer, which allows even older computers to run at 2.0 speeds. I buy all my computer stuff via pricewatch.com. Greatest selection, lowest prices.

Yes it is a US site. Since they have a huge number of different suppliers, shipping will vary with each vendor. The beauty about pricewatch is, that the same things are not always lowest in price with the same vendor. So to get the best, you may have to buy from a different vendor next time around, but you always have the comparison on hand.
I have used them for 10 years, and sometimes one can get a vendor who does not follow up, but as long as you use M/C or Visa, you always have 60 days to cancel the charge if someone is too lousy. Also, I always leave bad feedback with pricewatch for vendors that screw up.

Yes you surely need that upgrade for your external drive to work better. Just make sure it is the correct PCI slot, there are 2 times of PCI (PCI Express and the normal). Your computer has the normal PCI but the card could be different. When you get make sure to install it with the software CD and check for any update. I had an issue when i did that to my PC. The solution was I needed the latest updates.

i too have the experience of using a USB 1.1 port for my data and file trnasfers betwen portable drives...
believ me..it was very slow and took like forever for transfers..
good thing you have bought the usb 2.0...
