Can I redirect a webpage that I do NOT OWN to send it to a webpage that I do OWN? Any webmasters out there with tricks they can give to me? I need to get or redirect this webpage so I can get access back to my paypal account FAST

i am not sure i understand your question -- how does that affect your paypal account? could you not just contact paypal and have them resolve your problem?

They can not solve it either because they do not own the website either. I have reported to them the website owner but in the meantime I am stuck I can not even get my money it is quite upsetting to say the least.

You're still not explaining how this has any bearing on your actual paypal account. Simply go to paypal and login to your account to access your funds. It has nothing to do with an external site. If the problem is another site having your pay button up, it's not affecting YOUR account. You're going to have to be a lot more specific about why another website could possibly affect your paypal account.

If you don't have control over the editing of the page, then no, you can't use a redirection script on it. You'd have to be able to get to the actual page and have permissions to edit it. (control panel, html editor, etc)
