New place, new people

I just got a new place, a pad for my own, here in the city. It's a new place for me and I like the place since it's near to everything. The accessibility is great. It's just two blocks away from church, around the corner is a hospital and restaurants are everywhere. The shopping mall is also like 10 minute ride from where I stay. Though this place seemed very okay for me, the problem I have now is the people living in my building. I can't stand the noise from the upper floor and the people gets messy with the trash they leave in the hallways and lot's of visitors come and go everyday. I tried to tell the management about it but though they try to tell the tenants, there doesnt seem to have any good changes. I was thinking of transfering but it's a good place for me. I'm in a dilemna right now.. Sigh!

That's all part of living in apartments, it sucks! In your rental agreement/lease do you have something written down about noise? Like after 10 pm people should be quiet? I'd go through it and see if there's anything that people are messing up on to report to the landlord. Otherwise, that's part of living in apartments!
