Can someone who was charged with two minor offences but they were dismissed in their home country still be able to apply for a green card? Or will it cause a problem when the authorities check your background?

This is only my personal view. I think that this individual would not be denied a green card on that basis only. Even though he/she were found guilty, still the offences in question are minor. Therefore, I think that this would not be an obstacle in his/her green card application. The immigration authorities know best.
