Need help! totally clueless!!

I'm thinking of making my own personal website (not those free blog sites like blogger.com) but I'd like to learn to do it myself. Thought it would be much cheaper and I'd gain some useful knowledge while I'm at it. So I went and browsed the internet for some free online guide and I am at loss. There are a lot of sites but I couldn't seem to understand any of them. I don't know where to start. SO if somebody here can give me a few idiot-friendly tips, I'd be truly grateful.
To give you a better idea, this is what I'd like to know:
1. Which free website building software is the most easiest to use for a clueless someone like me?
2. Which free web-hosting is the best for a personal website?
3. Is there any recommended online guide that is easy to understand?
I hope somebody would be kind enough to help me.

i would suggest that you do it in Joomla, its so easy and free, only need to find some hosting but there is some for about 4$ a month, this includes free domain name
