I have heard that when completing offers especially the ones that pay low you should clear your cookies before each offer you complete. I have also heard that you should use internet explorer.
Does anyone know if this really helps you to get credited?
Any other things that help to get credited for offers that don't pay that much?

Hi! It does help to clear your cookies before each offer that you do. You should also disable your pop up blockers for some offers. The browser you use does not really matter, I use Mozilla Firefox myself for most of the offers and IE for some and never had any difficulty. For those offers that pay a few cents, you just have to do them and they may not credit even after taking all precautions. Sometimes, you may have signed up for them or an affiliate in the past.
