Is this Unethical????

Do you think its unethical to conduct experiments when you know some of the participants won't be receiving the life-saving drug? I'm not exactly sure how I feel about this. I suppose its ok as long as the subjects know the risk. Then again, people who are desparate take chances and it could be considered as taking advantage of them while volnerable. What are your thoughts?
