grants for a public recording studio

ive had a dream of making an in mall recording studio, im trying to figure if this itself is enought to qualify for a grant, the reason why i think it would qualify is because it would serve at an art form to the community, if you have the talent or want to sing, you should be able to go to a public place and record for a minimal fee, unlike the expensive studios. i would jus like a few opinions
