why does dial up screen keep popping up?

ok this is the story. i don't have a great internet service and it is the only one that i can get because that is the only one that is closest to me and most times on the weekend it goes out and they just say that it is a glitch or something like that so i am forced to use the dial up connection that i also have at my house(my regular internet is cable)and the dial up screen usually doesn't pop up(where it says to dial and it has all of your information)but today it has been popping up like once every ten minutes or so and i was just wondering without erasing that connection how i get it to stop popping up?
