Is Electron Visa/MasterCard good?

I mean, i've heard a lot of complaints on its non-acceptability here and there, and i was wondering if withdrawing via electron visa was a good idea afterall.
Can you give me some insight into the matter? Is it true its not acceptable everywhere or difficult to use?

I think it still something for the developed world, besides wth hackers awash here on the internet, I see a big problem using this system in my country Uganda-because, even ordinary visa cards are not being accepted by most banks in my country
