I highly recommend http://www.yakitome.com/ this website doesn't allow you to install any softwares, but you type in the text you want to have read and it gives you a downloadable file. Very helpful for some, just depending on what you need the words read outloud for. Sorry if this isn't what you were looking for but still look into it :D it's pretty good!

lol! just realized you didn't mean TTS xD so sorry hey so yeah Windows always comes with a free voice recognition thing =o under the control panel search the word "voice", depending on the OS it should come up with something related to what you want anyways sorry again!
