How To Induce Or Rid Inactive Referrals..............??

Hi folks,I have a serious problem for your attention.I had bought my first referral in a PTC site,who is sleepy or inactive.....The site admin does'nt take responsibility of such idiots.Please tell me what to do with him/her??I am going in loss......Please hurry......LOL.........
