Windows XP SP2 is good enough OS to handle USB.I see two possible causes for this;
- The drivers of USB.Are they correctly loaded.If its a genetic device like mouse,joystick,the HID drivers come along with Windows OS,However if its a particular type of device,may be you need to install drivers manually.
- The physical connections for the USB,including the motherborad component.
the first one may be higher probablity reason.Yoou may check it out.

Perhaps, type in your search bar "'the name of the device' USB device not recognized" You may find that others using this device have also had problems and how to fix it. Or go to the device's website and go to their troubleshooting or FAQ page.
Good Luck!
