Which is the best contraceptive method?

I was planing for a permenant contraceptive option and I was discussing with the doctor regarding it. My 2nd delivery is due in jan and I was planing for options to be done with delivery. I prefer ligation(surgical contraception) but doctor was talking about using Implanon( Inserting a rod into hand and releases hormone into the body. Effective for three years.) Since doctor was saying that there is a high amount of regret after ligation, I am bit confused on what to do? Can anyone advice me on this?
