The big Hype about war preconditions

And also a valid concern, discussed in the Presidential debate between McCain and Obama. McCain is absolutely certain that war preconditions are necessary for talking to Iran, Korea and Russia and there should be no loosening this. Obama does not feel it as totally necessary but that there should be preparations working up to talks with these nations. To me setting preconditions and demanding it from other nations to even talk is unproductive and I agree with Obama that you can start with the Secretary's first and then work your way up to the prime ministers of these nations. There has to be ways other then saying "Its my way or the Highway". If thats the case, then I do not see ANYTHING coming of 'preconditions'. Russia I believe really does not need our approval and has many back doors of getting what they want.
Preconditions or no conditions? Which do you think will get us the most progress
While Im ok with talking without preconditions I also feel like it might be too late and we could be fooled because all this time without talks has only encouraged relations of our 'enemies' with other 'enemies' and has in turn given them more power (do I dare say more nukes).
