New motorcycle law

LTO to implement stricter guidelines for motorcycle riders as well as their backrides. It includes
1. Carrying of Restriction Code 1 on the riders' license
2. Keeping the headlights on at all times of the day
3. Wearing of protective devices including helmets, protective clothings and footwear.
It also have increase in the penalties.
Those without helmet they will be fined P1500 plus attending seminar for traffic safety
For carrying more passenger other than the back ride or cargo, a penalty of P1,000.
For defective accessories such as headlight, taillight, signal light, brake light, side mirror and horn a fine of P1,000.00
For modifying any part of the original design of a motorcycle or scooter without approvalof LTO and the DTI a fine of P2000.00
Wearing of flip flop, sandals, or slippers fine of P500, for the first offense, P700.00 for the 2nd offense and P1,000.00 for the 3rd offense and revocation of driver's license.
Many motorcycle riders are mad about this, not because of the new guidelines but because of the fines which is so expensive. they think its unfair compared to other car/jeep and bus.
what do you think myLotters? is this just a new source of corruption of the government

I have my motorcycle and i really dont like the new guidelines they have now. I agree what you had said that it is new source of corruption. They are adding new problems to the citizens by those guidelines..Everything else is increasing specially in our daily needs and now they are giving those guidelines that has penalties?????Its really too much dude! I hate this country..Everybody is longing for money! WHat the ???? Why they are always making people suffer?? Its okay maybe but not that expensive! If they are implementing that one how about the cars?? bus and jeepneys??? Its really unfair!

yes its kinda unfair. those traffic enforcers are sometimes the number 1 people who disobey the law

i don't like motorcycles to start. one of my adopted children [ i have a bunch, not legally adopted] was killed on a motorcycle a few years ago. i never see one that i don't think of mark.

that's sad. sometimes there are drivers of other vehicles who are just reckless and motorcycles are the usual victim

They should strictly implement these guidelines. It's for the motorcycle owners good. Fines are ok for me, so that violators will not repeat the violations they have done. I hope they included in the new rules about the noise pollution brought about by motorcycles. There are motorcycles that are just so noisy, they're a pain in the ears. Other drivers, specially those young drivers, don't care much about other people. I thought teens are not allowed to drive, but there are many teenagers who bring with them motorcycles and they drive fast.

I think it is another way for traffic enforcers to abuse and harass motorcycle riders. But partly it is also because of the increase in occurence of motorcycle accidents.
They want to enforce stricter guidelines for motorcyclists to follow. I don't want to sound nagging but...
Point 1
Most motorcycle riders have licenses that are not for motorcycle use. I don't know much about this but driving a car is different from riding a motorcycle. So I guess they all want motorcycle riders to be really riders with the proper license for riding a motorcycle.
Point 2
On point 2 I really don't know what they are thinking when they suggest to keep your headlights on at all times. Isn't that gonna run out your batteries?
Point 3
Helmets are meant to be worn on the head TO PROTECT YOUR VERY OWN HEAD. It is not meant to be slung around your arm and definitely it is not an ornament to hang on your bike. All these helmet, protective covering, proper footwear, the seminar, these are all for motorcycle riders' sake.
I also notice some riders with more than one passenger. Sometimes even small children and sometimes even babies, so scary.
I realize that I have said too much already and I still want to say more.
To conclude, the fines are expensive so that no rider would want to get caught for any violation and will damn make sure that all will follow guidelines for they will surely pay the high price not to mention the inconvenience.
Maybe fewer accidents will happen then....

Definitely it is another money-grabbing scheme. I must admit it's an ingenious scheme (but with an evil purpose) because here in Dumaguete, almost 75% of the city's mode of transportation is by motorbikes. With all the strict guidelines imposed, I'm sure only a few would definitely be off the hook. We got so used with the laid-back way of handling motorcycles before the said implementation and here come the guys from the regional LTO office imposing the out-of-this-world guidelines and prenalties all of a sudden. I for one have still got problems with the local LTO office. My expired license has not yet been renewed because of the long "dormancy". If that's the case, I could still ride hard all I want, with license or not. They could eat my dust for all I care.

i wish they would do stricter laws like that here. i think motorcycle people SHOULD HAVE to wer helmets and bemore cautoius to us car. here they cut in and out of traffic so bad we barely have time to hit out breaks and they are such jerkstoo about it all

Well I guess this is for their protection in the end. There are many motorcycle accidents that happen all over the metropolis lately and most are fatal. What I just find hard to comprehend is the policy #2 keeping the headights on at all times of the day. I wonder why it had to be lit even at day? I think that would also consume more gas since lights can make the gas burn faster.

I'm not sure. I am not into motorcycles but I do know alot of people lose their life due to not following some of the guidelines that were already made. I think the fines could be a bit steep though.

haha.. MOSt of the new rules u have mentioned here, are already been implemented in singapore very long time ago ^_^ I understand the strictness for the ruling because most accidents often involved motorcyclist, and that they are more likely to die in an accident as compared to all other vehicles..
IN singapore, we might be strict with our rules but there are some whereby it's not applicable to us ^_^ SUch as, wearing of protective clothing and footwear.. We are free to wear what we like, as long as we are not topless, and for footwear, we are free to wear whatever we like too, as long as we are able to control the vehicle.. hehe ^_^
Other than that, all the other rules are the same as your country, and also, for pillion, we must sit like the rider, and not sitting on 1 side, with our legs dangling.. haha =D

LTO made this strict new policy because of the rampant motorcycle users now that mane of them didn't follow the rules and guidelines of a responsible driver. this will help to eliminate traffic accident that are common nowadays. motorcycles are common and very affordable even to the masses. even me don't like this, some owners and drivers don't have any license at all but they own motorcycle and drive it in a rural areas that LTO could not reached. I agree with this law. and it's legal.

There's been a lot of discussions regarding the new guidelines. It's very difficult for the citizens of this city of motorcycle-loving people. Helmets should be imposed but that would be funny to people riding on "habal-habal" or the single motorcycles for hire which carries 5 passengers at one time and then the LTO would penalize the driver for carrying more than 1 passenger.
We use motorcycle in going to school and most of the time there are 3 of us riding, it's really cheaper than public transport.
