Yes, it is true.
Some frozen chicken being sold looks like it is pre cooked but it is not. Numerous people have gotten sick. Read this story to learn how to identify the suspect chicken which is perfectly safe to eat if cooked properly.

I think we just ate some of those for dinner a few nights ago, they took longer then the 35 minutes to cook and there were no microwave directions provided. In fact I do believe it said not to use the microwave.
We both emerged from the adventure without any gruesome side effects.

Well I think one problem, which is what we did, is they come in a big box, when there are a few left, we tossed the box to make room in the freezer and then we had no cooking directions. The plastic wrap said do not microwave.

A lot of people don't realize that chicken meat is one of the most dangerous when it comes to contamination potential. Sure seafood is up there with the best of them but undercooked chicken has caused so many cases of salmonella, Campylobacter and enterohaemorrhagic E. coli around the world and on such a regular basis that it would blow people's minds if they realized the statistics on it! Of course proper cooking and handling greatly reduces the risks of contamination and given the breaded chicken example in the link you provided and the apparent lack of adequate instructions, I am not surprised that people ended up sick. But surely people know the basics here?
After living in India and some other Asian countries I never ceased to be amazed at how irresponsibly some people handled, stored and prepared food. In some places I am actually amazed I ever ate anything! I am fortunate though to have never fallen ill. (Touch wood!)

Yes, and these same people who do not even know how to properly prepare food, cast a vote that counts as much as yours!

I think people should read the directions on the package. The only thing we ever use a microwave for is to reheat leftovers and cold coffee, or making hot cocoa.
I worked at Banquet for a while, and the frozen chicken they sell IS precooked. I still put it into the oven to heat whenever I bought any because that frozen bird is awfully hard to chew...

There is a Banquet factory not too far from here. They make all kinds of things.
