While rating or evaluating someone are you lenient or critical?

I have seen different people having different characters when it comes to rating or evaluating someone's performance. Some people are very lenient and give high marks or rating even for work which lacks quality. But some others look from a critics point of view and are very miserly in giving high marks or rating even for exceptional work done. Where would you say do you belong? Are you lenient or critical? Why?
