Will you read or will you ask?

You need some papers for your future job and you are in an office that you have to secure a document, let say a birth certificate. Then then is a notice at the window, that lists all the requirements for you to submit, in order to process your birth certificate. Will you read the notice and prepare all the documents/requirements before you approach to clerk who will process the BC? Or will you approach first the clerk and ask for the requirements and procedure on how the BC is to be processed?

Before I had the habit of asking first the clerk for the requirements and procedure without bothering to know if some guidelines had already been posted. This habit had for many times embarrassed me because there were mean ones who would tell you bluntly ..."Can't you read the instructions." But there were kind ones who would tell you "Ma'am kindly read the posted guidelines, all the information you need are there!" These previous experiences led me to learn one important reminder... Read first before disturbing the clerk...it's only when I don't understand anything from the guidelines will I ask the assistance of the Clerk.

Well I am both harsh and kind sometimes, you can't avoid to get high-blood sometimes with lots of problems coming in, as a worker and as a family man. I made some notices that I posted in the window/counter of our office so it can be read by people who inquires, then let them read it.

Yes, I can't blame you if after a lot of effort in posting the guidelines, people will still keep on asking. Oh that would be very annoying if you keep on telling the same things over and over again!

I was always nice to people who were nice but some people just get cross and yell because they want the work done for them and do not like being told that they cannot do something. People like that can make a clerk very grumpy and unfortunately it can impact on their dealings with other people.

I will read the document every time and get everything ready to submit to the clerk. Much faster and much more efficient. In fact I would probably have researched the details before going to the office as that will be much more efficient. In this day and age there will usually be a website explaining all the things you need and saving both your time and the clerks. Mind you when you do join the queue you will probably be stuck behind someone who thinks that if he goes to the clerk he can get the clerk to do all the work for him and wastes time doing this as the clerk will just tell him what to do.

yes that's true. and not only the clerk's time is wasted but also the person's who requests for the document. there are times that they will go to one building to another, going back and forth, just for a single document sometimes. if people are much more prepared when they come to an office, their times were spent wisely too.

Thanks for the best response. I used to work in tertiary admin and it was surprising how many students there are who would rather waste time arguing rather then just following the rules. Some people seem to think that if you yell at a clerk enough they will just give in and do things for you. I used to just wait for them to finish yelling and then tell them again what they needed to do. Some were quite stubborn about it. Unfortunately when someone was stubborn like that I became even more stubborn. I imagine there are many people who would do the same. If a person is nice then I was more inclined to help them. Some people were so bad that other students in the queue behind them would back me up and tell them to get over it and do the right thing. lol.

What usually annoys me with people like that is that you already written the notice in English and local languages. So that they can clearly understand what they should be doing. There are really stubborn people here. Our office has a glass window so you have to yell at them so they can clearly understand what i should say. Sometimes we'll end to arguements but they can do nothing but to follow the rules.

sometimes I get pissed off with people keep on asking when the notice that's been posted is very clear with instructions and requirements. though we have to serve the public, the public should also put in their minds that we are also humans.

This is a very good topic since many people are going through this kind of procedures everyday. People tend to fall in such a long line in order to process the papers they needed. But after a few hours in line, they will find out that the papers or requirements they brought are not sufficient if not correct. Whew!!! For me, since the list of requirements is already posted by the window of the teller/clerk, I will just copy the list and prepare them. I will see to it that all of those listed is prepared before I go back or return to the clerk. I will then present it to him/her and hope that everything is just okay since I complied with the requirements. Regards, Bro! Happy myLotting!

I think there is a reason why a list is already provided. It is because, they do not like answering the same questions over and over again. I really do not get those who have to ask questions when the answer to their questions are already staring at them in the face. *sigh* However, from where I live, there are some lists that are not updated so sometimes it is a bit frustrating too to not ask. :)

ANyway, in my past experienced, it didn't happen to me since as we enter the building, there is a guard and he will asked people what they need and guide you where to go and it was only when I paid, I saw some announcement about the procedure! neildc, First of all, I will read and see if the notice had been there for sometime or not. If it had been there for sometime, I will definitely approach the staff at the counter to check if there will be any additional requirement(s). There are instances that over a period of time the office may need other additional documents and / or requirements. Also, if the list is extensive, I will also check to see if I can have an additional copy so that I do not need to copy it. In addition, I would also like to mention that perhaps your office should consider having relevant requirement print outs for certain procedures as reading from the notice board is simply not practical and out dated. Internet is another consideration. As, paperless and environment friendly living is being the in thing, your office may want to have the relevant information on your office website. This will also solve potential congestion problems at your office. Just my 2 cents worth.

I think its better to make sure before i will do make another move.I will the clerk what to do and the requirements to submit.By that way, i am confident that the next time i will come back there will be no problem.

I guess I need to wrote all the paper or prepare all of the paper that they need after reading the notice in the window before I have to approach the clerk on the processing of the paper that needed on the requirements for the Birth Certificate......

I noticed that with people when they are in a hurry or simply lazy to look in the windows or the bulletin board. i do look in the windows or bulletin board but most of the time, if it isn't there, i always have to asked, most specially to re-assure if am going to the right area or department

Actually, there is a certain law, one that is just recently signed by the president, and this law is about anti rep tape. The name itself says it all, to fight corruption in the government. Although it may sound that way, we can never tell that it will be effective in fighting corruption. But one thing about this law, is that mandates every government office and agencies to create their own citizen's charter. This will include, description of frontline services, the people who will be served, requirements, people incharge, the place and the time that certain service needs to accomplish it. That should be outlined in a signage or poster like notices, placed in every office, where people could easily notice, thereby, minimize inquiries and maximizing public officer's time and productivity.

I would read the notice, arrange my papers in the order on the notice, and then be ready when it's my turn to speak with the clerk. I've found clerks to be kinder if they feel that I'm trying to go along with all their requirements. After all, they are dealing with people all day, many of them not following instructions. I think they appreciate it when someone does follow their instructions.

neildc I would both read and ask as some of that stuff that they have up there has been amended or changed and you really dont need it to get a birth certificate. I dont remember of having to bring hardly anything when I got my husbands copy of d adeath certificate, or my birth certificate either. any way I always ask also.

I would read it first and then ask if I still had questions. Reminds me of when I worked in a stationery store and the store's check cashing policy was posted prominently above and behind the cashier and people would come up and ask "what's your check cashing policy". Some people would rather ask than read. I would rather read than ask. Different strokes for different folks, I guess.

*lol* I'd probably read first and then ask the clerk if there's something about the instructions that I don't have. Clerks who work in government offices such as the one issuing a copy of one's birth certificate aren't exactly the most pleasant people to deal with from where I come from.
