How does PTCReferrals work?

I have joined this site and have two referrals for it. How do I get them to sign up for my PTC sites? How do I take advantage of this site? How does this site work? Can someone please explain to me how the site helps you get referrals? Thanks! I am just confused here but want to take advantage of the two referrals there! Any help would be appreciated!
