The "Governor" and Legislature of the State of Wisconsin has a problem... they thought they could get more money by raising the taxes on cigarettes... but instead of paying more for cigarettes, Wisconsinites either cut down on the number of cigarettes they smoke, changed to other forms of tobacco, started ordering their smokes online (by-passing the tax) or just quit altogether. They also thought they could count on the gasoline prices staying higher than a eagles attic, only to see the dollar signs in their eyes flicker out before they could see a dime from their hoped for "windfall profits tax". They also learned that if you tax corporations enough, they will go away. Put it all together and the state has a budget hole of a billion dollars. That's right folks, there is a whole billion between what they expected to get and what they actually received. So what do the ivory tower trogladytes do about it? Are they going to cut spending to fit reality? Oh no, when you are king you and reality don't have to meet... ever! In fact, many departments of state government are actually asking for an Increase in their budgets. An INCREASE! They have lied, promised, stolen, and ripped the state constitution to shreds for years now... and the little Kind Midases just can't handle the fact that what they touch seems to wither and die instead of turn to gold.
