I need your opinions!. Which is better?

I received new tarriff for my internet access. Currently I am paying 34usd for 350MB. That is too expensive. Now I have new packages and unlimited packages. The speed access for unlimited package decrease. The traffic based on remained the main. I list down the prices . Please suggest which is better. :)
TRAFFIC BASED TARIFS
Package 400MB-400 roubles (9.1 eu/ 12 usd)
Package 700MB-700 roubles (13 eu/ 17 usd)
Package 1000MB-1000 roubles (16 eu/ 21 usd)
Package 2250MB-2250 roubles (31 eu/ 41 usd)
Package 5000MB-5000 roubles (45 eu/ 60 usd)]
with speed access for all up to 8Mbit/sec
Notes: There are some conditions though.
The extra left-over traffic for each month is not transfer to the next month.
Which means the Traffic will begin as "zero" for the following month.
• If at the Subscriber up to the end of month the traffic you can get in addition a package of the traffic with volume not below below spent in current month has ended.
• The subscriber who has purchased a package of the certain size, can pass to other package of the smaller size only from the first day of next month.
• Change of the tariff plan is carried out only 1-st day of each month (payment of a new Package).
WITHOUT RESTRICTION OF THE TRAFFIC (UNLIMITED)
The name of tariff Price, Speed of access,(entering/proceeding)
?64 13eu/17usd up to 64/32
?128 16eu/21usd up to 128/64
?256 22eu/30usd up to 256/128
?512 34eu/46usd up to 512/256
Conditions:
• For tariffs ?64, ?128, ?256, ?512 at achievement of volume of the entering traffic 10Gb, 15Gb, 20Gb, 30Gb for each of tariffs accordingly accordingly speed of connection decreases in 2 times, prior to the beginning of next calendar month. ( haha!! IT IS LIKE A PUNISHMENT, ISN'T?)
Please give your suggestion which to get. I don't think I will download exceed 10Gb each month though. If I get the unlimted at least I can use it to make money with less asset. Please give your suggestions! Thank you.

Yeah... When it comes in terms of download, it's expensive. And it is also uneasy to browse restricted. Almost all the websites have lots of videos and audio streams, these download plans don't really match. (Did your download plans ever lasted the 30 days? Mine didn't) The unlimited plans are valid for 30 days. Comparatively they would be cheaper, if we critically analyse, I think.
My suggestion would be 128/64 - 16 eu/21 USD. The same plan in my country costs considerably less. (around 16 USD)
Earlier, I was with 400 MB package with Unlimited surfing in nights. That itself was uneasy for me because I had to restrict myself in day times.

you are right, I have 90% discount at night but it doesn't work. I would finished them earlier and I have to turn off all the pictures and videos on the websites. otherwise I could finish them in one day. Is really too expensive. One more question. Is 128/64 fast enough for loading pages? I mean surfing? Thank you. :)

If yours is a cable network, the 128 would be sufficient. However, the 64 kbps may be little incompatible. Mine is a dedicated cable network, so it's very much enough for me. The pages load as it would on a 2 mbps connection of other ISP. I checked it.
