Maybe you can, but this is not a definitive answer. As a discussion site there should not be a block on any discussion as long as it follows the Guidelines. I have seen several members starting discussions related to their course work. Many did get responses. Furthermore we may be able to get a fresh opinion since members are from all over the world. A person may not be that good at programming but he/she may have a tip which can help us in becoming better programmers. If you think you want to start a new Interest specifically on programming then I do not think that there is anything wrong with it. Mind you, this is only an opinion.
