what's the difference between static ip address and dedicated dynamic ip address

I'd like to know about the advantages of having a static ip and its difference from a "dedicated" dynamic ip and not a "shared" dynamic ip.

SOme sites records the ip address.For those with dynamic address ,they change when the system restarts so ,they can login more than one time in to a particular site even though they registered you.
