Using kids to crack a case

Police are hanging posters in schools so kids can give police tips. But one department confesses that out of 250 tips no cases had been solved to catch local drug dealers. I see it as a problem. If it is anything like the school i came from--its just another tool to get someone in trouble. I can just hear the students saying "You better not, I'll make sure I call the hotline" Its just a joke. In school being a snitch is like being in the lowest ranks.
