can't plant roses/ liability issue

we are putting in a new plaque in the park for a museum occassion. anyway we asked the city if we can plant roses around it. they said no cause roses are a liability issue because of the thorns. isn't this world going crazy people will sue if they are dumb enough to touch the thorns.

Heaven forbid common sense ever superceeds a sue happy lawyer. Afterall they don't have "CAUTION HOT" on the side of coffee cups for kicks it's because some klutz spilled it on themselves and found a lawyer to sue. Honestly where did common sense go??? If it's hot you wait til it cools or be very careful. Same with roses if you don't have leather gloves on don't even consider touching the stems, cause they will poke ya! Maybe offer the upkeep on a sign that says please do not touch the roses, thorns poke! *LOL*
Sad how things have gotten to be the way they are.
