Personal references?

How do you decide on who to use as a personal reference for job or loan applications? What is the criteria? Do you use previous employers, friends, family friends, coaches, etc?
I'm having a very hard time coming up with 2 personal references for my loan application.
What about you guys? Do you have trouble with this, too?

I usually use as a reference my friend who was once my boss, she is the executive assistant at the regional office i was assigned to before. Another one is the chief of our personnel department here in a different region that i have transferred to. I actually have many friends who are holding positions who could back me up for character and credit references.
