Removing air from fuel lines

I have a Cummins ISB engine that I replaced the fuel filter. I followed the service manual for bleeding air from the lines. Still engine will not start. I loosened banjo fitting at inlet to filter housing and had fuel come out. I did same thing at outlet of filter housing and there was none. Should the lift pump be able to push fuel through filter or should I be looking for something else? Any help you can give would greatly appreciated.
