Slow and Fast Traffic Light All in One

I live in a neighborhood that has a cirle street with several cul-de-sacs and one short feeder street that connects to the main street in the area. This main street is a divided four lane boulevard with a posted speed limit of 50 miles per hour but many people speed much faster up to 65 and higher. There is a traffic light at the intersection of the feeder street and the main boulevard that takes several minutes most of the time to change to green for people get on the boulevard but then the green is very fast so that if one practices any kind of caution(because of the possibility the speeders will run the light) the light has turned to yellow before one can even get halfway through the intersection much less make a left turn onto the boulevard(my most usual way of going). Do you have any problem traffic lights where live?

This reminds me of a safe to walk light I had to deal with fairly regularly when I went to college. For some reason, my university moved its administration building across a busy highway so that it was separated from the rest of the campus. So, whenever I wanted to buy a new decal or get a new ID or anything else like that I'd have to cross this street. The safe light ALWAYS went out when I was in the middle of the highway...you'd have to sprint to get across the street in time. It seemed to me like the light made things more dangerous because cars could be focusing on it instead of people walking across the street.
