tolerance always has plus and minus limits.
kindly specify tolerance for what?

Zero tolerance is the only way to deal with certain crimes. Unpunished crimes will only give the impression that certain behavior is acceptable and tolerated. I am all for it and have seen how it has paid off in certain cities like New York and Paris. On the other hand I am not for capital punishment even though I believe the punishment should fit the crime. A prisoner for life suffers much more mulling over their actions than someone we've killed.
