Where do the words 'mark best' come from next to responsers names?

I notice there are to words by the person who responded's name 'mark best'. Who puts that there? Is it the person who is responding or admin?

The person who started the discussion can award best response after reading everything that we Mylotters had to stay. Some suggestions are to award it to a response that has a lot of useful information,a response that made you laugh, a response that was inspiring or just one that was well written.

chyrstal well if you only make one sentence no, at least use three or four to make it quality, explain what you think. do not be so stingy and do one line as one lines do not get paid. at all.

I think it is the admin or that everytime someone posts an answer those words come automatically from the programme- only the questioner sees it, I think
