Why have the title 'Questons and Answers'?

Every discussion here starts invariably with a question and this category 'Question @ Answers' can have discussions belonging to any category. How about calling it 'General' instead?

Simply because there is already a 'general' interest. Every discussion that is started and not placed in any particular interest will go to 'general'.
Not all discussions start with a question in every interest. Sometimes users will state their problem or opinion about a certain topic and leave it at that just waiting for the opinion of others about the same topic but without leaving a specific question.

Not all discussions start with a question and neither do all those that are placed under 'questions and answers' start with questions. Discussions that are placed under 'questions and answers' are many a time such that they have a category of their own and yet they are placed under this heading. If someone is searching for a particular subject and it is placed under questions and answers category that discussion may get unnoticed. Just a thought!

That is where the tagging when starting a discussion is sovery important. If the tags are correct and pertinent to the topic of the discussion then it will never get lost or go unnoticed no matter which interest it is placed in.
Were you aware of the importance of tagging?

This category is for those who do not know where to ask questions and where to answer them. All those who know how to participate in the discussion, seldom go there.

Yes. It can be called general questions. If you say just general, it need not be a question. It can be on any particular topic. When it is question, then it will be general questions.

Hi! yes, you are right, but I like the "questions and answers" more. it sounds better than just GENERAL, don't you think?
