Frustration City

I am in the middle of a pickle. I live in a trailer court. My lot has two elm trees that the landlord had planted years before I moved in. They are out of control and full of what the locals call elm bugs. The bugs have invaded our home and the trees have gotten so out of control, they are encroaching on my structures as well as that of my next door neighbor. My neighbor talked to me about the trees and told me she had requested the owner take them out years before I moved in.
It has been two years now since I moved in. When I talked to the manager, she told me that the removal was my responsibility. My neighbor insists it's the landlord's responsibility. What a quandary.
I contacted a tree service and received a quote of $500 to take out my trees! *choke* I remembered that my sister and her husband had once had a tree service so I emailed her to ask what she would charge me. No reply. Great.
Okay, so the question is whose responsibility is it under the law? And is this worth consulting an attorney about? Any lawyers out there got any suggestions??? Thanks.

If the landlord owns the land and you are just renting a site, the landlord should have to take care of the problem. The trees are part of his property. If it was a case where you owned the land and his trees grew over the border to your land, you would technically own the parts of the tree that extended into your land. So you could cut the branches or roots that extended into your yard.

Update on the tree situation: I found a neighbor who will take care of my trees for $350. It's still a might chunk of change but nowhere near the $500 I was quoted by a pro. He has to rent the lift to get up to the top and that costs $155 so really his price is pretty reasonable. Now I just have to save up... oh, joy!
