all companies give certifications take adobe for example complete some course and they give you their certification. if you want you can try w3schools.com which gives out some certifications.

i am not sure if there is any certification free. i think this is also a source of income of companies providing the certification. and also some time this ensure the credibility and seriousness of the certifications. atleast i am not sure if there is any free international certification.
