Is content filtering possible for the World Wide Web?

Nowadays, companies are utilizing proxies to avoid people accessing unwanted sites in the office that might affect their quality of work and productivity. However, WWW is so huge that its contents are spread across so many edge routers around the globe for the whole network to be linked together. Therefore, is content filtering possible for the whole WWW?

I don't think so, there's always other proxy server which allow to access the content.
