He will teach New Yorkers Hygiene

First I laughed, then the more I thought about it.....
Republican candidate for governor Carl Paladino said he would transform some New York prisons into dormitories for welfare recipients, where they would work in state-sponsored jobs, get employment training and take lessons in "personal hygiene."

I am a firm believer that people getting welfare should do some type of work for it. And the hygiene side of it, I know alot of low income families due to addiction lack in hygiene so this might be a good idea.

He sounds like an idiot. If New York is like all the other states, the prisons are overcrowded. Where does he plan to put the prisoners to make room for people on welfare? He also sounds like a bigot with his assumption that people on welfare need lessons in hygiene. The truth is that a lot of people on welfare can't work because they're physically or mentally incapable of it. And others are on welfare, very much against their will, because they simply can't find a job in this terrible economy. Some of them are people who've worked for years, supported themselves and their families, and then found themselves out of a job.

Someone stated above that some welfare people are mentally ill. This may or may not be true, but from my experionce it is not. Most mentally ill people get SSI. But, if there are mentally ill persons on welfare, they probably do need to learn hygiene.
I worked in a residential housing unit for mentally ill people, and most, if not all, had terrible hygiene. They just don't care. All residents who were admitted were put on hygiene goals right away, and taught better hygiene.
In my opinion, people on welfare may indeed have poor hygiene, simply because soap and water cost money, and welfare checks really don't go that far.

Excellent points! Also, you can't buy personal care items such as soap, laundry detergent and deodorant with food stamps and those things are expensive. Many with low incomes don't have washers and/or dryers and it's not cheap to go to the laundromat these days.

Well, when I went to NYC back in 2004, I noticed that the subways have a bad urine smell to them.
I guess that New Yorkers could practice better hygiene.

I am in a bit of bad mood today so forgive me if what I am about to say is offensive. I think Carl should start by checking himself in first. For someone who has been the executive officer of a company with half a billion in assets he should have some better dental work than what I see in that picture maybe he can start his new program by someone teaching him how to brush his own teeth. I sincerely hope you were being sarcastic when you said this might be a good idea.

I found this there it might clears some things up
"A minimum-security prison is usually a dormitory-style facility that, for all intents and purposes looks probably very much like a college campus expect for the barbed wire. We take the barbed wire down and we have a campus in a rural area that is very accomodating and has all the existing facilities and we don't have to build something new," explained Paladino.
