Is lower cost netbook compatible to run with data card??

I was pretty fascinated about the netbooks- the new evolution of computing. After reading some reviews, I wanted to get one specifically for using internet. But to my utter surprise, the vendor told me that it is not compatible with data cards i.e. if you want to use the cdma sim cards to use the dialup connection it won't work. Is there any tweaks or changes to make it work??
