no i don't know the exact date where internet was created in reality the internet derives from the union of different kind of nets...anyway i remember that the first attempt or the grand father of inernet named arpanet and normlaly it was useful to exchange information between different scientists in different subsject so in many cases had a government use and not consumer or private one!!

dont knw the date but it ws in use from the year 1979 if im somwhat correct....it ws called Arpanet and ws used by the US military....and only later in the 90's it reached the world....
