We have new neighbors next door. They are renting the house. For the past 3 nights or actually EARLY mornings, someone over there is tapping on something. And it wakes me up. 1, 2, 2:30 am AAAAARRGGGHH. One morning I looked out the window to see what was going on, and a person was on the roof..at 2 am Who does this? Why in the dark? All I know is I need a nap.

Hi ersmommy. Sorry for the late response. Did this situation ever get resolved, or is it still going on?
I had a neighbor like that once. However, he waited until 6am to start tapping. It still drove me nuts, seeing as it was next to my bedroom window and I was trying to sleep and all.
I never made a formal complaint about it, although I did find out what the tapping was all about. The neighbor (an elderly man) would crush aluminum cans that he found and use them to help pay the rent. Why he couldn't crush them in his apartment, I don't know (although I can take a guess). After I found that out I just didn't have the heart to say anything more about it. So I kept my mouth shut...
My husband/then boyfriend couldn't stand the noise at all. So he brought his fan over whenever he'd stay the night. 19 years later we still use fans (air cleaners now actually). Needless to say they help drown out the noise. It did take a little getting used to, but now I can't sleep with out 'em. You might want to think about looking into something like that, the next time you have a noisy neighbor, or other noisy annoyance. It just might do the trick.
I hope this helps.
Happy mylotting!

Have you considered
calling the police and
reporting them for
disturbing the peace?
If it were 2 pm in the
afternoon, then they could
get away with it.
But, not so early in the morning.
Also, why so late, I wonder.
Do you rent?
Maybe they are trying to drive you
out of your home.
If you're a home owner, then I have
no clue what their true motive would be.

That early in the morning is certainly disturbing the peace and over here where I live at the cops would be at their front door. It is disrespectful for anyone to not think that at that hour of the morning people wouldn't mind.
