does 1 dollar ptc.com is a scam??

some other say that this is a scam, but there some say that its not and they have earned money from it if you reach $300,000..because she assure that 1dollarptc.com will pay her so it reach in that amount. and she got #5,000 as a minumum payout.

5000 usd minimum payout. Wow that was too high. Absolutely that is a scam. They will just let you waste time.
