NFCC really not much help after all

Maybe they really can't help me at all. I simply talk to their counselor this morning, and I told them everything about this garnishment process is being going on now, and I would need some advise since they offer counseling. The counselor told me that I should look for an attorney now. That is it? I told her that I couldn't afford one, since they might charge high price even on counseling. I told her that I already talk to the creditor in person. After the garnishment period, like 30 days, they are willing to re -negotiate with me to come up a payment plan. I just want to sign up with their DMP (Debt Management Plan). She automatically told me, I can not sign up with DMP, since a lawsuit is been going. So, they are not much help after all then. I don't understand, on their website, and other advertisement, they told people to go through this DMP, and they couldn't help reduce all the hassle significantly. But they aren't helping me at all when a lawsuit is going on. Without lawsuit, they just told me to go this DMP, Pay through them, and they will charge me $18 for this handling fee and re - route the money to my creditors. Why would I need you to do that? I can do it myself without paying you $18 right?
