Any soft which improove video quality?

Please suggest to me some freeware or maybe software which could do this serious job - improve old, low quality video to maybe a little bit better quality without cropping video bit rate. I had tried to add my videos to windows live movie maker and then to save them not with recommended settings, but into high definition quality which takes much more time to save such video file and then out of MB .mov files comes out GB wmv file. But the problem is that by doing this this way i don't improve video quality, just make video bigger and able to be seen in higher resolution by default. What i need to do to improve my video correct?

You won't find any of those for free. I think you won't even find any for sale, too. What you're looking for is a program that interpolates video anti-aliasing. These are being used in video investigations of forensics and investigators so I don't think there's such a software available yet.

Ok, thank you for at least saying what i am actually looking for! I am not surprised that i will not find it, since if what you are saying is true, then of course such programs will not be available very soon to video editing amateurs like me.

So sorry to break that to you. Your only choice is to keep your video as is or smaller in resolution size.
