Vegetarians have in large cities spend more money on food as a "normal" eater?
Good, fresh vegetables, but costs a lot of money.

Vegans like me spend more money on good food because we save more money by not being sick so often & so severely!

It gets one into a beneficial cycle - the more good food we eat, the better we feel, the greater our immune response to an illness, the less we suffer, the better we work, the fewer sick days we take, the bigger our bonus at the end of the year, the more we have to spend on good food! Think of how many plant-based foods one can buy for the cost of a medical certificate these days & ask yourself which you would prefer.
Yes, the best certified organic fresh produce is expensive, but it is an extraordinary investment in oneself. It certainly pays for itself many times over & it can be one of the best investments we can ever make & certainly one of the better habits we can get into.

Your question has several levels:
1st Not everyone eats the same amount. Your assumption that meat eaters eat fewer vegetables than vegetarians too general and so wrong! Ie: just because you eat meat is not automatically the entire diet of fewer fruits / vegetables as a vegetarian, because meat eaters are not now in mass feeding of meat, but he just ALSO eats meat or vegetarian just generally may have a smaller hungry!
2nd You say that if he wants to have good vegetables. If meat eaters also wanted to have good meat, which should not simply go to the supermarket, and often not even go to the butcher! Will read: meat-eaters often inferior meat stuffed into himself.
Conclusion and response to your question, let's say we compare a single person living in a big city - one with and one without meat. This person wants to buy each of GOOD food. The vegetarians would be better off!

Good fresh vegetables you can get only from their own garden.
Vegetarians in large cities is usually just going to the market. And since the price situation will already be different than in the countryside
The question naturally arises as to whether you get as a non-vegetarian one kilo of meat or sausage cheaper than a kilogram conventional or native vegetables. If the preference is not an exotic vegetarian vegetable, I think he would be gone cheaper.
