One or more files could be crupt. You must first try and see if you can boot the system in safe mode. You can do this by hitting the F8 key when you see the windows 7 splash screen. It'll give you options such as "start windows normaly Start windows in safe mode Start windows with command prompt etc. Select "safe mode" and see if the system loads. This lets you know that basic boot fuctions are in-tact, and a file or program won't allow windows to load. Be sure all drives are clear before selecting this option, and slowly start shutting down programs until you find the broken one. If the system won't start in safe mode, all boot files are broken and you must reinstall it from a cd/dvd.

If you don't see a startup repair window, I think you have to reinstall it. If you had some data from a previous system, the best method to access and save them before reinstalling Windows is to use a small Linux system on a boot CD. You can by example burn the image of dpup in this directory : http://www.eminima.org/downloads/
