Pentagon Proposes New Retirement for Military

The Pentagon is proposing a change in the retirement program for Soldiers and Sailors. The proposal is to establish a 401K type retirement program which will apply to all members of the military not just those who complete 20 years. Do you think this is a good idea and will be an important benefit for members of the military? Should this type of plan be implemented for all government employees? For example a Elected Official who is defeated collects his retirement and then gets a job with the federal government and collects a pension from that position or should it be one pension program (like a 401K) to cover any federal employment?
