Who's responsible on Facebook?

I was listening to a local radio station's news earlier this evening,and was hearing of a messed up girl in care aged around 13 who was posting many photos of herself on her Facebook Profile page and was attracting the wrong kind of attention as a result..She apparently named her school on her profile,and places she liked to go..It was mentioned she had hundreds of Adult "Friends" listed..Her father is apparently now trying to sue Facebook.. There are issues about the girl having been underage for a facebook account in the first place,and then how she was portraying herself in her photos,and the sort of attention She was getting...A contributor on the news item compared the story with that of Another older girl who'd been abducted and killed through having a social networking presence a predator had taken advantage of..can this sort of situation be controlled or prevented?

I do think that parents need to be aware that their children are using sites and what sites at that as I do think teenagers under a certain age shouldn't be allowed to use it and I wouldn't let my kid until they were older!

I don't want to make judgements without hearing the whole story,but if the girl is in care for whatever reason,(And Underage) should She be having full internet access unsupervised to be getting in this situation?
